    The smell of a newly fitted-out office is the smell of volatile organic compounds leaving the materials that were installed in it. Adhesives, sealants, coatings, and the engineered wood panels themselves all off-gas most heavily in the first weeks, then at a declining rate for months afterward.

    For a long time this was treated as a nuisance rather than a specification issue. That’s changed, driven by three things at once: green building certification schemes that award points for low-emitting materials, occupier demand for demonstrable indoor air quality, and research linking VOC exposure to headaches, respiratory irritation, and reduced cognitive performance in office environments.

    What “Low-VOC” Actually Means and Doesn’t

    The term is used loosely enough to be nearly meaningless without qualification. Three distinctions are worth holding onto.

    VOC content versus VOC emissions. Content is how much volatile material is in the product as supplied, measured in grams per litre. Emissions are how much actually reaches the air over a defined period after installation, measured in a chamber test. They correlate imperfectly. A product can have moderate content but low emissions because the volatiles are bound in the cured matrix and a product marketed on low content can still emit meaningfully. Emissions testing is the more relevant measure for occupant exposure; content limits are the more common claim.

    Low-VOC is not zero-VOC, and zero-VOC is rarely zero. Regulatory thresholds allow a product below a defined limit to be labelled low-VOC. Some jurisdictions permit “zero-VOC” labelling below a very low but non-zero threshold, and exempt compounds may not be counted at all.

    Odour is not a reliable proxy. Some low-VOC formulations smell noticeable and harmless; some hazardous compounds have almost no odour. Judging a product by how it smells on site is not an assessment.

    The practical implication: ask for the test standard and the certificate, not the adjective on the label. A product carrying a recognised green standard has been assessed against defined criteria. A product described as “environmentally friendly” has been described.

    Why Interior Fit-Out Is Where It Concentrates

    Fit-out is VOC-intensive for reasons structural to how it’s done. A large surface area of adhesive and sealant is applied in a short window, in an enclosed space, often with HVAC not yet commissioned  and the space is frequently occupied within days of completion, during the exact period when emissions peak.

    Modern buildings compound this. Tighter envelopes and lower ventilation rates are good for energy performance and bad for dilution. The same airtightness that reduces cooling load also reduces the rate at which off-gassed compounds leave the occupied space.

    Where the Materials Actually Sit in a Fit-Out

    A typical laminate flooring, wall panel, or joinery package involves several distinct product categories, and they don’t all present the same issue.

    Panel adhesives and wood glues. PVA-based wood glues are water-based and generally low-emitting. Solvent-based contact adhesives, still common for laminate bonding to substrate, are at the other end of the range and are usually the largest single VOC source in a joinery package. Where a water-based alternative meets the performance requirement, it’s the highest-impact substitution available.

    Panel substrates. Particleboard and MDF can emit formaldehyde from the binder resin. Panels certified to a low-emission class address this at source, and on a large fit-out the panel specification often matters more than the adhesive.

    Sealants and finishing joints. Every panel edge, skirting line, ceiling perimeter, and service penetration gets sealed. It’s a smaller volume than the adhesive, but it’s applied last closest to occupancy and it’s frequently the item nobody specified because it was assumed trivial.

    That last category deserves precision, because the terminology gets muddled. An acrylic sealant is not a wood glue; they do different jobs. Sealant fills and finishes the joint between components, tolerating movement and taking paint. Adhesive bonds components together and carries load. A low-VOC fit-out needs both specified, and specifying only the glue leaves the sealant as an uncontrolled input  applied at the very end of the programme, in the sealed space, days before people move in.

    Specifying It Without Derailing the Schedule

    Specify by standard, not by adjective. Name the certification or emission class so substitution requests can be assessed objectively.

    Check performance hasn’t been traded away. Early low-VOC formulations sometimes gave up open time, grab, or flexibility. Current ones generally don’t, but confirm against the actual application.

    Control substitution at procurement. The specified low-emitting adhesive gets swapped for whatever’s in stock more often than anyone would like. If the substitution isn’t checked, the specification did nothing.

    Build in a flush-out. Peak emissions happen in the first days; running HVAC at high outdoor-air rates over that window removes most of the exposure at near-zero cost.

    Sequence to help yourself. Where the programme allows, install the highest-emitting elements earliest so the space has time to ventilate before occupancy.

    Practical Takeaways
